The Reading Compact was launched in May 2000, continuing a programme of work between Reading Borough Council (RBC) and the local Voluntary and Community sector to set out the key principles for future relationships between the two sectors. In April 2004, the Reading Compact was extended to include the NHS Trusts.
The new Compact Group met for the first time in September 2010 to look at the challenges facing both the statutory sector and the voluntary and community sector in the funding environment, and the opportunities that this creates.

The Compact Group discussed the Government's Best Value Guidance Document at their meeting in September and questioned the presenter on how this affected commissioning issues. The voluntary and community sector (VCS) concerns included:
